PIA supported the Denton County Transportation Authority’s transition to GoZone microtransit by helping to evaluate equity impacts through a Title VI Public Interest Assessment, ensuring service changes did not disproportionately affect low-income or minority riders. The work informed a data-driven hybrid model that balanced innovation with access by retaining key fixed routes while expanding on-demand service.

TEXRail Environmental Assessment and Station Planning

In preparation for a 2.1-mile extension of the TEXRail commuter line from downtown Fort Worth to the Fort Worth Medical District, Trinity Metro performed environmental assessments and preliminary engineering.
PIA led a team of specialists to provide public involvement, communications, and special outreach services for the TEXRail extension, as well as coordinated public input sessions for station planning.

FM 546/CR 400 Corridor Alignment Study
Collin County, Texas

Collin County included the public in a study on realigning and expanding FM 546 through areas of Lowry Crossing and Princeton as an alternative to existing U.S. 380. As part of the project team, PIA developed innovative mechanisms to identify and communicate with stakeholders during COVID-19 considerations and beyond.
Through the creation of a Public Involvement Plan, a project website, and virtual public meeting mechanisms that not only captured comments but also provided the ability for an exchange of information, this project maintained a stakeholder-centric approach to the environmental process.

Lemmon Avenue Streetscape Enhancement Project
Dallas Love Field, Dallas, Texas
Public Engagement
As part of a recent Airport Master Plan Update, the area of Lemmon Avenue near Dallas Love Field was identified for enhancements to safety, walkability, and bicycle-friendliness. PIA was brought on to this project to provide specialized communication with stakeholders along the corridor.
PIA conducted a virtual meeting for representatives of the Good Neighbor Program and deployed and analyzed a comprehensive online survey tool to provide community-focused engagement for streetscape enhancements.

North Carolina Department of Transportation Corridor Planning – U.S. 74 and U.S. 321 Master Plans

Public Engagement
While updating master plans for North Carolina transportation corridors, NCDOT needed public outreach and input from stakeholders across the state. PIA created a Stakeholder Involvement Plan to identify outreach needs for two corridors spanning the entire length of the state.
PIA deployed statewide surveys for U.S. 74 and U.S. 321 master planning purposes, collaborating with regional and metropolitan planning organizations across the state.

Brand Awareness Stakeholder Outreach & Survey Strategy
Dallas College, Dallas, Texas

Dallas County Community College District (DCCCD) enlisted PIA’s public involvement specialists to obtain key information about stakeholder brand awareness throughout its seven-campus district.
The PIA team delivered a comprehensive survey via dozens of focus groups, in English and Spanish, on each of DCCCD’s seven community college campuses. Focus groups included influencers, foundation members, students, potential students, faculty, and staff. After carefully considering and measuring input from in-person and survey respondents, DCCCD is now Dallas College, a brand that unifies their colleges with one name and mission.

Regional Healthcare Partnership 18 Project Management
Collin, Grayson, and Rockwall Counties, Texas
Public Engagement & Strategic Planning
PIA supported Collin County, Texas, in its leadership of the Texas Health and Human Services-required Regional Healthcare Partnership (RHP 18) initiative. The project required consensus-building among public and healthcare providers in Collin, Grayson, and Rockwall counties. It also required the compilation of a regional community needs assessment and health-related project initiatives.
Our team guided providers through assigned metrics that addressed population health. In addition, we created Learning Collaborative events to help guide providers on ways in which they could share and exchange resources. During the project, PIA worked with providers who managed nearly $200 million in innovative projects.
